Welfare officer
A Welfare Officer deals with the welfare of employees in the garment industry, working under the HR and Compliance department, to resolve employee workplace issues. Generally, garment industries hire women for this job as most of the RMG employees are women. Build bridges between workers, management and top management, to address all workers’ needs; Every garment factory has a welfare officer. A Welfare Officer also serves as support staff in HR, Admin and Compliance Departments. A welfare officer mainly works to solve all the problems of the workers, check the health and safety issues of the garment industry.
Welfare officer in labor law of Bangladesh
According to Bangladesh Labor Act 89(8), a factory with more than 500 workers must have a welfare officer. The garment industry’s smallest export RMG factory has at least 1500 workers.
Job Description of a Welfare Officer in Garment Industry
1. Commit and follow through
2. Take care of washroom, canteen, child care, water supply, restrooms and maintain a register.
3. Assisting all employees regarding leave and maintaining a register.
4. Training all employees and maintaining a register
5. Work to develop an employee-owner relationship and good communication.
6. Work to get the right type of employees.
7. Work to ensure a healthy and safe work environment.
8. Ensure child care within the facility, lead child-care staff.
9. To provide guidance/assistance to them in obtaining medical care, accommodation, education, canteen facilities and their legal assistance.
10. Ensure all welfare activities as per Bangladesh Labor Act-2006 and Labor Rules 2015.
11. To look after facilities like dining, adequate toilet facilities, drinking water, etc.
12. Instructing and briefing staff on use of PPE, machine guards, sanitation, fire safety, etc.
13. Involved in manpower recruitment process and undertaking new employee orientation
14. Ensure all necessary facilities for all employees to be properly provided
15. Ensure timely and correct amount of salary.
16. Ensure no physical or sexual harassment at work
17. Ensuring the rights of all employees as per labor laws.
18. Advising and motivating all staff regarding office discipline and absenteeism.
Educational Qualification of a Welfare Officer
Minimum Bachelor’s in any discipline but Post Graduate in HRM is preferred. Most of the welfare officers are graduates in some field.

3. Candidate should have good command in English.
4. Must be proficient in Microsoft Office and typing in both Bengali, English and making PowerPoint presentations.
